We have had several posters here and at Funi asking if an an anime club was in there area. Unfortunetly most of the times that answer is a sad no. 
Starting an Anime club is a really exciting prospect and often comes with great rewards if done right. If you take the time early in the process to do things right you will see the benefits longterm.
First Project: First things first find out how many people are interested. This isnt the time to lock everyone down with long term contracts or anything, but to just take a general survey of how many people are interested out of the gate. From my initial survey about one out of three that said they were interested actually became members. I dont think thats a scientific formula but thats what I experienced.
Second Project: Now that you have people interested its time to secure a location for your meetings. This place needs to comfortably house your expected members and leave room for future growth. This place also needs to have proper facilities such as rest rooms and electrical outlets.
Third Project: Next project is to get a staff pulled together. I dont care if your Superman you cant do it all by yourself. Pick people that you trust and that will be ok running the meeting in case of your absence. You only need about three people for this job. The founder of the club generally takes the role of the President so thats a quick pick. The next position is that of a Vice President. PICK SOMEONE REALLY RELIABLE!! I did not do this and its still haunting me to this day From there pick a Secretary/Treasurer. I would strongly suggest that your Treasurer be someone who can tell you NO. As president your going to have tons of ideas often that cost alot of money. Get a treasurer that can keep the club in fiscal balance and isnt afraid to tell you not now or NO!!
Fourth Project Your fourth project is kinda speculative. This project is the creation of a club Constitution. This is an often missed step despite its importance. The Constitution will lay out rules of proper club buisness, from how meetings are handled to how the officers are elected. This gives everyone in your club a set of rules to go by and will allow the club to run after your long gone.
Fifth Project Now that you have all that done its time to get anime!! This can be done with the purchase of DVDs or by downloading Unlicenced Fansubs. If you choose to show a DVD you need to contact the Liscensing company and ask for permission to show the title. Funimation does this through Operation Anime and will even send you a free preview DVD every month. www.operationanime.com Also Right Stuff.com has a complete guide on there website as well as the email addresses of who to contact for Title permissions.
The final Project: You've got the anime, the location, the staff, the members and the Constitution now is the fun part. The Meeting!! Set your date and time and Advertise everywhere you can!! Hopefully everything will go well and you will have a great first meeting!
Running the Meeting! Running the meeting is fun but is a bit harder then it would seem. During your project steps you should have determined how long you want the meeting to be. I will use my club as an example for this section. Our meetins last from 5pm to 11pm on Sunday nights. Our format is showing 6 shows per meeting. 5 of the shows are on a two episodes per week basis until completion. The 6th show is a new title (at least to the club). Once one of the shows is completed the members vote on a replacement from the things they saw as new titles during the showing. Iniatally to start I showed 12 titles (2 episodes x6 hrs) in two weeks. This allowed them plenty of options to pick the iniatal 5 shows and gave them some to use for replacements later.
Do a check over your Equipment available to you before you decided to have your first meeting. Nothing is more embarrasing then having equipment failure during a meeting.
For your equipment I suggest some sort of PC (I use a dell Laptop) with at least a 22" moniter or TV that works as one. Use a GOOD set of speakers (dont skimp on them because bad sound really really sucks)

Thats so awsome!!!
Ill get the constitution out to you here in a second.. Just remember when you read it, I wrote for an independant club run out of my home so you might need to tweak it accordingly..
